The global compostable tableware market was valued at USD 11.55 billion in 2025, growing at 4.64% CAGR (Towards Packaging, 2025). That growth is not uniform. Some regions are moving because regulation forced the transition. Others are moving because consumer demand made it commercially rational. And some are barely moving at all because neither driver has reached the tipping point.

Understanding the regional variation matters for any business operating across borders or exporting food serviceware. The certification requirements, the composting infrastructure, the consumer expectations, and the enforcement intensity are all different. What works in Bengaluru does not necessarily work in Riyadh. What is mandatory in Paris may be optional in Houston.

Europe: regulation-led, infrastructure-supported

The EU Single-Use Plastics Directive (Directive 2019/904) is the strongest regulatory driver globally. Effective July 2021, it bans the placing on the market of single-use plastic cutlery, plates, stirrers, straws, expanded polystyrene food containers, and expanded polystyrene cups.

France has gone further than the directive requires. Since January 2023, fast food restaurants with more than 20 seats must serve dine-in meals in reusable tableware. For takeaway and delivery, compostable alternatives are the primary replacement. McDonald’s France now uses wooden cutlery and compostable fibre bowls for takeaway service.

The EU’s Packaging and Packaging Waste Regulation (PPWR), adopted in 2024, adds mandatory compostability requirements for specific packaging categories including tea bags, coffee pods, and fruit stickers. It also requires that all packaging be recyclable or compostable by 2030.

EN 13432 is the certification standard. Composting infrastructure is relatively well-developed in Western Europe, particularly in Germany, the Netherlands, Belgium, and the Nordic countries, where organic waste collection is mandatory in most municipalities. Southern and Eastern Europe lag behind on infrastructure, which creates a gap between what regulation requires and what waste management can actually handle.


India: regulation-led, infrastructure-developing

India’s Plastic Waste Management (Amendment) Rules, 2022, banned single-use plastic plates, cups, cutlery, stirrers, straws, and polystyrene containers effective July 2022. This was the largest single-country SUP ban by population, affecting 1.4 billion people.

The ban removed the cheapest disposable option (polystyrene plates at INR 0.50 per piece) and created a market for alternatives. Bagasse moulded fibre has captured the largest share of the replacement market because it handles Indian food conditions (high temperature, grease, moisture) better than paper or palm leaf alternatives.

IS 17088 is the Indian certification standard for compostable materials. The EPR for Packaging Rules (effective April 2026) create a financial incentive layer: brands using IS 17088 certified compostable packaging face simpler end-of-life compliance than brands using non-compostable alternatives.

Composting infrastructure is the constraint. Pune, Bengaluru, and parts of Delhi have functioning commercial composting facilities. Most other cities and towns do not. The Solid Waste Management Rules mandate waste segregation, but enforcement is inconsistent. In cities without composting infrastructure, compostable tableware enters landfill, where it degrades faster than plastic but does not compost within the 90 to 180 day window that IS 17088 certification is based on.

The market is growing regardless. Haldirams reduced plastic use by over 60 tonnes annually by switching to bagasse tableware. SulaFest 2023 diverted over 3 tonnes of waste from landfill using compostable serviceware. These case studies are driving adoption among caterers, QSR chains, and corporate event operators.


United States: market-led, regulation-patchy

The US has no federal ban on single-use plastics. Regulation is state-level and municipal-level, creating a patchwork. California, New York, Washington, Colorado, Connecticut, Delaware, Hawaii, Maine, Oregon, and Vermont have various forms of SUP restrictions, ranging from plastic bag bans to expanded polystyrene food container bans.

ASTM D6400 is the compostability certification standard. BPI (Biodegradable Products Institute) certification is the most widely recognised mark in the US market.

The US market is driven more by corporate sustainability commitments than by regulation. Sweetgreen switched to bagasse-based compostable containers. Chipotle uses compostable bowls. Starbucks is transitioning to compostable fibre lids. These decisions are driven by consumer expectation and ESG reporting requirements rather than legal mandates.

64% of Americans are willing to pay more for sustainable products (GreenPrint Report, 2022). That consumer pull is the primary commercial driver.

Composting infrastructure varies dramatically. San Francisco has mandatory composting and a well-developed collection system. Most US municipalities do not have commercial composting facilities, and compostable tableware often enters landfill or, worse, contaminates recycling streams because consumers are confused about disposal.


Australia: target-driven, transitioning

Australia’s National Plastics Plan (2021) set a target for all packaging to be reusable, recyclable, or compostable by 2025. Individual states have implemented SUP bans on different timelines: South Australia (2021), Queensland (2022), Western Australia (2022), New South Wales (2022), and Victoria (2023).

The Australian Packaging Covenant Organisation (APCO) drives industry compliance through annual reporting and target tracking. AS 4736 (industrial compostability) and AS 5810 (home compostability) are the relevant certification standards.

The market is smaller than the US, EU, or India, but per-capita adoption of compostable tableware is among the highest globally, driven by strong consumer environmental awareness and consistent state-level regulation.


Middle East: emerging, regulation-beginning

The UAE banned single-use plastic bags in January 2024. Broader SUP restrictions on food serviceware are under discussion but not yet implemented. Saudi Arabia’s National Transformation Program includes waste reduction targets, though specific SUP bans for food service have not been enacted.

The market is driven primarily by hospitality and tourism operators meeting international brand standards rather than by local regulation. Hotels, airlines, and catering companies serving international customers are the early adopters.

Composting infrastructure is minimal. The arid climate creates unfavourable conditions for open composting, and industrial composting facilities are rare. For compostable tableware to work in this region, enclosed industrial composting must be developed alongside adoption.


The infrastructure gap that nobody advertises

Across all regions, the gap between compostable tableware sales and actual composting capacity is the uncomfortable truth. Food packaging industry reports count every unit sold as a sustainability win. In reality, a significant proportion of compostable tableware enters landfill because the composting infrastructure does not exist where the product is used.

This does not make compostable tableware pointless. It decomposes faster than plastic even in landfill. The material comes from renewable sources. And as composting infrastructure expands, the end-of-life benefit will be realised. But brands and operators claiming “zero waste” or “fully circular” by switching to compostable tableware without confirming that composting facilities are available are overstating their environmental impact.

The honest position: compostable tableware is better than plastic for the environment even without composting. It is much better than plastic when composting is available. And it should not be marketed as composting unless composting actually happens.
